EU Grants Record €16.8 Billion for Croatia in New Budget

The European Union is set to allocate a record €16.8 billion ($30.1 billion AUD) to Croatia as part of its proposed 2028–2034 long-term budget. This will give Croatia a major financial boost to strengthen infrastructure, security, agriculture, and the green transition.

The European Commission unveiled the proposal in Brussels on 18 July. It increases Croatia’s allocation from approximately €14 billion ($25 billion AUD) in the current 2021–2027 financial cycle.

Almost €2 trillion ($3.5 trillion AUD), or 1.26% of the average EU’s gross national income between 2028 and 2034, will support Europe’s ambition to thrive over the coming decade.

“This is a powerful show of support for Croatia’s growth and stability within the EU. It means more funding for our farmers, our coastlines, our schools and our borders,” said EU officials.

How will it be spent?

  • €14.6 billion ($26.1 billion AUD): For national and regional partnership programmes, supporting infrastructure, agriculture, education, regional development, and local jobs.
  • €1.3 billion ($2.3 billion AUD): For managing migration, border control, and internal security.
  • €1 billion ($1.8 billion AUD): To tackle climate change and boost Croatia’s transition to green energy.

What does it mean for Croatians?

This grant will impact everyday life, better roads and schools, safer and cleaner communities and stronger regional economies. Farmers and small business owners in rural areas will also benefit through rural development and sustainability grants.

Security and Border Support

With global security concerns on the rise, the EU is directing more resources to countries like Croatia that play a strategic role in border protection.

The dedicated €1.3 billion will help Croatia manage migration, improve asylum systems and border surveillance.

A Greener Future…

€1 billion climate allocation will support renewable energy, coastline protection, and waste management, all important to support both Croatia’s environment and tourism economy.

Croatia Among Top Recipients

Croatia ranks 13th out of 27 EU countries for the total amount allocated. Although the numbers are not yet final, Zagreb has welcomed the proposal.

EU leaders have begun negotiations, which are set to continue over the next 18 months. They expect to make final decisions by late 2026, ahead of the new budget starting in 2028.

The Croatian government will play a key role in shaping how it uses this funding and has the opportunity to secure even more through competitive EU-wide funds in areas like defence, innovation, and digital transition.

This investment is a step towards a stronger, more resilient, and more modern Croatia.
